The developing world is once again facing unsustainable sovereign debt levels that threaten to erase several years of progress on development agendas. The COVID-19 pandemic, Russia-Ukraine war, and high interest rates are the latest in a series of events that have contributed to the recent build-up of debt and raised the cost of debt financing for developing countries. The G20’s Common Framework (CF) for debt treatments is a welcome initiative but it has not been effective. Protracted debt negotiations reveal the challenges presented by new lenders, notably private creditors. Private creditors hold more than a quarter of the external debt stock, up from only 10 percent in 2010, and the cost of servicing private-sector debt makes up more than two-thirds of total debt-service payments. Absent a central sovereign bankruptcy regime, debt restructurings arrive too late, with elevated risk premia and high socio-economic costs. In support of the CF’s aims, we propose a G20-backed effort to incentivise private-sector participation in sovereign debt restructurings. The laws governing sovereign debt fall under a few jurisdictions, all of them in G20 countries who could enact legislation to encourage private-sector participation in debt restructuring. New York and U.K. lawmakers have already begun to propose such legislation. This policy brief elaborates on the deficiencies of the current architecture for sovereign debt restructuring and proposes that the G20 develop a framework to help harmonize and strengthen domestic sovereign debt restructuring laws.

We estimate the contents of services value-added incorporated in goods exports in different countries in Latin America, exploring the local dimension of the results. We use inter-regional input-output analysis to trace and map domestic value-added embedded in those countries’ exports. We add to the discussion of global value chains the internal, withincountry geography of trade in value-added, since the set of locational preferences that help understanding the spatial patterns of na ...

It is only recently that the international community has begun referring to tackling the root causes of migration. The importance of job creation has emerged as one of the key ways to convince young people to stay in their countries of origin. However, solely creating jobs is insufficient if the jobs are vulnerable and do not pay decent wages. This policy brief provides recommendations on priority areas to ensure decent living conditions in origin countries. These priorities include ...

Africa’s infrastructure investment gap has widened over time. Addressing the mismatch between developed countries’ “global savings glut” and African countries’ “investment dearth” might be a win-win. To facilitate that matching, some risk mitigation tools can be used. In this brief, we propose that by providing such risk mitigation tools, development institutions and governments can crowd-in private investment rather than crowd them out by providing full financing. This article was ...

The year 2020 is one of the most difficult years for the global automotive industry. The pandemic first appeared in a region of China known for its developed automotive sector. Initially, it was the South Asian manufacturers who first felt the impact of the shutdown in China before the pandemic shifted to Europe and the United States and before the disruption of value chains took on a global dimension. In Morocco, the sector has not remained immune to this turbulent context and its ...

The transformation of the Economic Community of Western African States (ECOWAS) into a « Confederation of States » is sometimes considered, including by the Heads of State of the Community, as a natural next step in the process of deeper integration in West Africa. The purpose of this study is to explore its feasibility and relevance, based on the experience of other continents. A confederation of states can be defined as an association of sovereign states which, by means of an int ...

The aim of this paper is to assess the regional economic impact of the lockdown measures ordered by the national government to prevent the spread of COVID-19. Using an input–output model, we estimate the economic loss of extracting groups of formal and informal workers from different economic sectors. Results show monthly economic losses that represent between 0.5% and 6.1% of national GDP, depending on the scenario considered. Accommodation and food services, real estate, administr ...
