The new challenges for oil-based sovereign wealth funds
Authors
Marie-Claire Aoun
March 3, 2015

Sovereign wealth funds (SWFs) are often presented as an effective instrument for managing hydrocarbon rents, reducing the impact of the volatility of oil or gas revenues on the economy, separating expenditure from income, and promoting a more transparent management of the rent. The asset allocation strategy has become more complex with the rapid rise in oil prices between 2007 and 2014, and the substantial financial reserves accumulated in hydrocarbon-producing countries, switching from an approach of wealth management to an approach of investment and financial optimisation. Hence, these funds have become major players on the international financial and industrial scene. Moreover, with the discovery of new hydrocarbon resources in recent years, particularly in Africa, the strategies of new funds appear to be moving towards a new goal of local economic development. But the unforeseen collapse of crude oil prices in recent months poses a new risk for some SWFs based on hydrocarbon revenues, which has to come to the aid of their economies and focus on their main principle of macroeconomic stabilisation.

Africa has strong prospects for achieving food security within a generation— provided its leadership effectively mobilizes domestic and foreign funds, drives strategic investments, and strengthens institutions that incentivize smallholders and other stakeholders to invest in resilient, high-productivity agriculture amid accelerating climate change. This is undoubtedly a tall order. However, the time is now to seize the golden opportunity of regional market integration through the A ...

When President Donald Trump gave his State of the Union address to a joint session of the United States Congress on March 4, 2025, many of his announced tariffs went into effect. These included a 25% levy on most goods imports from Canada (10% on oil and gas) and Mexico (though Trump subsequently exempted Canadian and Mexican imports that satisfy USMCA rules of origin requirements); and 20% (doubling the 10% implemented in February) on all imports from China. A 25% tariff has been i ...

The return of President Donald Trump could significantly impact macroeconomic policy in Africa. The effects may vary across the continent. Nations that remain neutral towards U.S. influence are likely to benefit, while those aligned with the U.S.'s rivals or lacking immediate economic advantages may be deprioritized in U.S. foreign policy. In this article, we examine the channels through which U.S. policies and the change in political discourse could affect macroeconomic policies in ...
