Industrialization in Africa: Issues and Policies
Authors
October 6, 2023

This paper reviews the past performance of industrialization in Africa and identifies key considerations for policymaking. To date, African countries have lagged in industrialization compared to other continents, in spite of the determined efforts and aspirations of their leaders. However, recent evidence suggests that Africa’s de-industrialization trend began to reverse in the past decade, with some countries experiencing growth in manufacturing employment. Notably, more jobs have emerged in micro, small, and medium-sized enterprises, than in large, formal businesses where productivity is generally higher.

Hence, African countries must design development strategies that balance job creation with productivity growth—the foundation of sustainable economic growth. Solely adopting traditional export-oriented industrialization through foreign direct investment (FDI) will not adequately address critical employment concerns, considering Africa's predominantly young population. Conversely, only expanding indigenous, informal economic activities to accommodate the growing labor pool will not bolster long-term economic growth, especially as advanced manufacturing technologies have become more capital-intensive and require specific skills.

The size and growth of the middle class is of interest to gauge market potential for many products, and can serve as a barometer of political awareness. Measuring the Middle Class using income presents many challenges, beginning with finding an appropriate definition. Previous research by Ali and Dadush (2012) suggested an alternative measure, ...

The co-author, Bertrand Bio-Mama, is an alumnus of the Emerging Leaders Program 2017.

After a long spell of slow growth in the wake of the global financial crisis, the global economy was gaining speed over 2016-2018, but this recovery is now in some danger. Growth is supported by the consumer for the time being, but business has become very nervous and something will have to give. There are significant and specific risks in the large e ...

This paper empirically examines the impact of exchange rate arrangements on current account imbalances within the African context. Following Friedman’s hypothesis (Friedman, 1953), we test the propositions stating that flexible exchange rate regimes limit the magnitude of real external shocks and permit smoother adjustments of external imbalances. Using a new de facto exchange rate regime classification, we employ two empirical methodologies to test this hypothesis: we first apply a ...

On the eve of Britain’s exit from the European Union, the country is redefining its international approach. The United Kingdom has already taken action by becoming involved in new economic commitments, new trade agreements in Commonwealth countries but also from a diplomatic point of view in West Africa. While development aid remains a focal point of its intervention in Africa, it risks being undermined by the Brexit and its economic consequences. However, the United Kingdom is now ...
