Countries in Sub-Saharan Africa (SSA) currently face a yearly infrastructure financing gap ranging between $68-$108 billion along with other socio-economic challenges (AfDB, 2019). Debt financing remains a major source of growth as countries in the region work to achieve their developmental needs and the Sustainable Development Goals (SDGs). The levels of official development aid (ODA) and foreign direct investments (FDIs) remain volatile to fully meet the region financial needs. However, the sustainability of SSA external debt raises serious concerns if one looks at the rapid debt accumulation in recent years. This brief will highlight the recent changes in the nature and quality of debt in SSA along with details of the risks related to the shift in the creditors base. Finally, this brief aims to demonstrate the impact of these risks on debt sustainability and the future of development financing in SSA.

In the early part of the 21st century, debt sustainability challenged Sub-Saharan Africa (SSA) as it sought to reach the Millennium Development Goals (MDGs). Following two episodes of debt relief (HIPC and MDRI2), the average debt-to-GDP ratio has decreased from over 100% in 2000 to less than 40% in 2010 (figure 1), representing a debt stock reduction of almost $100 billion (IMF, 2017). This was a breath of fresh air that would have allowed SSA countries to sustain their current and future debt levels and promote development expenditures in the region.

However, with the stagnation in the level of official development aid following the Global Financial Crisis of 2007, and the difficulties of the region’s countries in mobilizing domestic resources to finance their infrastructure and socio-economic development needs

Who would cry because a whale has died, thrown onto a beach somewhere on our globe by a giant wave, the noble mammal ceasing to breathe through its blowhole in the head. No news on television, possibly a note on the third page of a local newspaper. Eight billion humans, most struggling to survive themselves, will never know or care. A pilot whale has died in Southern Thailand, after consuming more than eighty black plastic bags? A sperm whale discovered dead on a beach of Spain, who ...

Historians often offer different interpretations of the events that have shaped our destiny, yet, with respect to World War 2, the bloodiest conflict in history, they seem to concur on two points. First, that those yearning for peace underestimated the National Socialists’ determination to wage a war of conquest until it was far too late to deter them, and, second, that Nazi Germany failed to anticipate that Britain, the United States, and the Soviet Union – each of which it provok ...

Maintenance of macro and political stability over decades is essential for sustaining an environment where private incentives to invest in higher productivity and profitable agriculture can flourish and bear fruit. It is necessary, but not sufficient. Most countries experience periods of instability either due to price inflation, in terms of trade shocks, and/ or political stresses. Those countries that maintain macro and political stability over decades, despite these shocks, are t ...

“NONE OF AFRICA’S PROBLEMS CAN BE RESOLVED THROUGH MILITARY FORCE” Colonel Raul Rivas arrived in dress uniform, his parachute citations well polished. His ribbons for bravery and combat duty were aligned at the upper left-hand side of his jacket, a colorful display of combat, death and battles in Afghanistan and Iraq.  The Colonel, just a few years above 40, and despite his 21 years in the military, was as “proud of being an American as one can be,” a true patriot. He jumped out ...
