Africa and the Global Commodity Markets

Guinea’s bauxite, Moroccan phosphates, Nigerian Bonny Light, Zambian copper, Côte d'Ivoire’s cocoa, Ethiopian coffee or Madagascar’s vanilla: all are examples demonstrating that raw materials have a dimension that is as global as it is local. Global by the markets on which they are traded, local by their quality, a key element of their price, and their macroeconomic impact, particularly for Africa. In line with the 2016 CyclOpe report, which celebrates three decades of existence this year, the first CyclOpe Africa report wanted to reflect this double feature, which is so essential for anyone interested in understanding how these exciting markets, whatever they are, function. The reader will find an exhaustive analysis of the situation on the raw materials markets that ‘count’ for the African continent in 2015, and the first months of 2016. They will also find more comprehensive chapters on macroeconomic conditions prevailing today in Sub-Saharan Africa, but also on public policy in Africa, and particularly on the issue of infrastructure, which in Africa is known to be, perhaps more than on other continents, one of the catalysts for strong and inclusive economic growth.

The CyclOpe Africa report is written by fifty international experts under the supervision of Philippe Chalmin, Professor at the University Paris Dauphine, and Yves Jégourel, lecturer at Bordeaux University and Senior Fellow at the OCP Policy Center. The CyclOpe Africa report is part of a collaboration between CyclOpe and the OCP Policy Center.

The United States is at a critical juncture, facing a pivotal dilemma: preserving global leadership in a world it no longer fully controls. While it proclaims its primacy in the liberal international order, its actions tell a different story—one marked by tariffs, reshoring policies, and an open attempt to contain China’s rise. This strategy is driven less by long-term vision than domestic political calculus, underscoring the urgent need for strategic recalibration. ...

As the world commemorates Earth Day 2025 under the theme "Planet vs. Plastics," it is a timely moment to turn our attention to one of the planet’s most overlooked heroes: the soil. Often hidden beneath our feet and largely absent from climate conversations, soil plays a vital role in sustaining life, supporting biodiversity, and buffering the impacts of climate change. Honouring the soil as Earth’s silent lifeline is not just a tribute—it is a call to action. ...

Fluctuating precipitation and extreme weather are long-standing features of life in West Africa, the Sahel, and the Lake Chad Basin. Communities across the region have historically adapted to these unique climatic conditions in diverse ways. However, the growing impact of climate change, coupled with challenges to food security and ecological resilience, has elevated these issues on the agendas of  regional and international policy platforms. Despite this recognition, the region fac ...

This Policy Brief analyzes the strategic significance of the reaffirmation by the United States, on April 8, 2025, of its support for Morocco’s sovereignty over the Moroccan Sahara and of Morocco’s autonomy plan for the territory. This position, which has been maintained under different U.S. administrations, confirms the appropriateness of the Moroccan approach based on compromise, regional stability, and economic integration. It reinforces the isolation of the Polisario Front, whos ...
