Migration: Experiences from Mexico and Morocco

May 26, 2023

Despite having historical, geographical, economic and cultural differences, Mexico and Morocco share a similar position on the global South-North border. Both countries have close links with their respective northern neighbours, the United States and the European Union, as evidenced by the intensity of trade, investment and aid flows, which have been fostered by the North American Free Trade Agreement (NAFTA) and Euro-Mediterranean regional integration agreements, but also by the importance of migration between these regions of the world. Indeed, Mexico and Morocco have experienced an increase in immigration and also in transit migration from countries located further south, respectively in South America and sub-Saharan Africa. By being countries of origin and of transit of migrants, Mexican and Moroccan governments have been under pressure by the US and EU member states to increase border controls and internal policing in order to curb migration flows.

The aim of this webinar is to discuss the shared experience of Morocco and Mexico on migration issues, as both countries have been recognized as “Champion countries” for the implementation of the Global Compact for Migration, by understanding migration through an intersectional approach.

The proposal for a European Union New Pact on Migration and Asylum, submitted by the European Commission on September 23, 2020, for approval by the European Parliament and the European Council, aims to provide a comprehensive response to the challenges posed to EU countries by migration and asylum. It is another step in the politically toxic attempts to reconcile the many fractures dividing Europe around the issue of migration: between the Mediterranean countries of first arrival of ...

The word ‘occupation’ was used twice specifically to the Saharan Provinces in UN General Assembly resolutions in 1979 and 1980. Though the word has not been used by the General Assembly since, it has appeared in court rulings in the EU, the UK and South in a detrimental conclusion regarding Morocco’s sovereignty over the Saharan Provinces. This paper shall start with a consideration of international law in order: to differentiate occupation of a nonself- governing territory from occ ...

The right to self-determination was recently posited as one possible jus cogens norm. However, more than fifty years after jus cogens emerged in 1969, a standard test for identifying a norm as jus cogens has yet to be adopted. In 2019, the International Law Commission adopted the Draft Conclusions on jus cogens, together with the list of possible jus cogens norms . If the possibility of being shown to be false is not admitted when identifying a jus cogens norm, however, the identifi ...

South Korea’s history of rapid industrialization and its long-standing alliance with the United States have shaped national state logic to a large extent around a desire to strictly comply with the common norms for aid in the international community, and to affirm itself as a large conventional donor, often at odds with attempts to introduce a more innovative image of South Korea by designing unique Official Development Assistance (ODA) models to be implemented in developing countri ...
