Policies for Managing Natural Resources in Low Income Countries
Authors
January 29, 2016

The literature on resource dependency2 in the last three decades is long on theoretical and empirical effects of natural resources on an economy, but short on practical policy prescriptions to deal with these effects. The recommended policies normally range from adjusting fiscal policy to deal with commodity volatility, adapting monetary policy to reduce the external shocks, and keeping the real exchange rate competitive. This paper3 makes the argument that these policies are targeted toward the symptoms of natural resource dependency, and not the underlying cause of concern about this dependency, which is, how to replace these resources when they are depleted. This point is all the more important considering that the poorest, resource dependent countries have negative genuine savings rate, i.e., they are living off their natural resource assets. Furthermore, traditional policies also miss another important feature of resource rich countries: the need to create jobs because the sector that generates wealth does not employ many workers.

The year began with simultaneous signs of a slowdown in global economic growth and a reorientation toward tightening of monetary policies in advanced economies. COVID-19 has caused serious damage throughout the entire world. As of mid-2021, the global fiscal cost of COVID-19—excluding the most important consequences, such as human lives, mental health effects, restrictions of human freedom, and other non-pecuniary components, have amounted to at least $16.5 trillion, about 18% of world GDP (Dinh 2021). Financial support has varied across countries depending on income level, political willingness, and the extent of the pandemic in each econo ...

The governor of the Central Bank of Afghanistan, Ajmar Ahmadi, did not wait for the Taliban to burst through his office doors. He disappeared, trying to find the plane waiting for his d ...

Why Green Finance Taxonomies? The increasing effort to mitigate climate change has caused more and more individuals, governments, and companies to shift away from traditional financial investments and activities, and towards more environmentally-friendly alternatives. However, until recently, there has been a lack of consensus on what green finance and its environmental impact is. Thus, green finance taxonomies are needed to provide classification systems that identify how environm ...

In January 2022, two UK-based oil companies, Chariot Limited and Predator Oil & Gas Holdings PLC, made positive announcements on two gas fields in Morocco. These natural gas discoveries generated considerable attention. This is often not surprising for a number of reasons: a hydrocarbon discovery (oil and natural gas) is an important event in itself given the prominence of hydrocarbons in global energy (oil and natural gas together account for around 60% of global energy consump ...
