Has Morocco Benefited from the Free Trade Agreement with the European Union?
February 19, 2020

Since the free trade agreement (FTA) between Morocco and the European Union (EU) came into force nearly two decades ago, Morocco’s export performance on EU markets has been less than stellar and the trade deficit with the EU has surged. This has led many observers to take a negative view of the agreement. Yet, bilateral trade balances are not the best way to assess the effects of a trade agreement, and Morocco has derived major benefits in other ways. As they progress on negotiations towards a more comprehensive and deeper relationship, both Morocco and the EU have much work to do to make the agreement work even better for Moroccans. This Policy Paper presents an assessment of the EU-Morocco FTA and outlines some policy implications, focusing not only on trade flows between the two partners, but also on Foreign Direct Investment, regional integration, and the impact on Moroccan importers and consumers.

In this paper, fertilizer use is not considered as an end in itself, but as a necessary mean ...

True to the ambition and spirit of its inaugural edition (2017), then entitled ‘’Mirror of Africa,’’ the «Annual Report on Africa’s Geopolitics», under its new name, explores new horizons, with a view to better grasping the dynamics at play on the continent. The concept of ‘developing country’ is now a source of controversy, asking “Is China a developing country?”, for example. The normative implications of such question will be considered, after a grief survey of its use in international organizations. Then, the transformation of the relations between States from asymmetric solidarity to symmetric complementarity is suggested. As an example of complementary relations, those between Morocco and Japan is surveyed. ...

To lessen the burden for countries like Malta and Italy, which receive most migrants daring to sail from Libya to Europe on unsafe boats, Germany recently agreed to accept 25 percent of migrants saved by rescue boats, trying to develop with EU countries like France, Romania or Ireland a voluntary distribution sharing plan in the coming weeks. Over the last days, 82 immigrants disembarked in Italy from a Mediterranean rescue boat- the first officially approved landing this year. The ...
