This joint Bruegel-OCP Policy Center publication comprised of four policy contributions from researchers of both institutions is the result of the establishment of “Platform for Advanced & Emerging Economies Policy Dialogue.” The first edition of this continuous dialogue took place in Rabat on April 1st 2016 under the theme of “Seven Years after the Crisis: Intersecting Perspectives.”

In the first paper, “Youth Unemployment in the Mediterranean Region and its Long term Implications”, written by Nuria Boot, Karen E. Wilson and Guntram B. Wolff, the focus is on the correlation between youth unemployment in the Mediterranean region and the problems that this leads to in Europe as a whole.

The second paper, “Energy Across the Mediterranean: A call for Realism”, by Simone Tagliapietra and George Zachmann, advises the European Union to draw lessons from two decades of unproductive regional cooperation attempts.

Karim El Aynaoui, Uri Dadush, Karim El Mokri and Rim Berahab contributed with the paper “The Unmet Challenge of Interdependence in the EU-MENA space: A View from the South”. They examine bilateral relations between Europe and the Arab world, especially as they relate to trade, migration, investment, and energy.

In “Industrial Policy, Structural Change and Global Value Chains Participation: A Case Study of Morocco, Tunisia and Egypt”, Abdelaaziz Ait Ali and Yassine Msadfa use two methods to analyse the pace of structural transformation (the positive change in manufacturing capability) in Morocco, Tunisia and Egypt.

This policy paper examines the role of China and India in Latin America and Africa, and the implications for the United States and Europe. China and India have arrived as active players in the Southern Atlantic space. Their economic presence is expanding rapidly, with a focus on their acquisition of — and access to — raw materials such as fossil fuels, minerals, and agricultural commodities. The political and security implications of their arrival in the region is only now coming u ...

This policy paper argues that countries in the Southern Atlantic region are poised to become much more important players in the global energy trade. Recent changes in global geopolitics — including the emergence of the developing world and structural crises in the northern Atlantic — have collided with ongoing trends in the energy sector to transform the future prospects of the Atlantic Basin. Many of these energy vectors are either unique to the basin or are more advanced in the A ...

This paper examines the challenges posed by human activity on the Atlantic Ocean itself, and around its coasts, looking at it not so much as a vast expanse separating the Americas from Africa and Europe but rather as a shared resource and an important connector. All littoral states face a common challenge in maintaining its value as a foundation for sustained “blue growth” in the years to come. In Chapter 1, Armando Marques Guedes traces the evolution of the economic activities that ...

This study argues that Morocco should encourage policymakers in the United States and Europe to think more imaginatively about its role in the Atlantic and elsewhere. Recent events underscore the reality that stability in Morocco’s neighborhood cannot be taken for granted. The implications of protracted instability in Morocco’s near abroad — the Maghreb and West Africa — would be substantial, adding to the opportunity costs of poor integration in the region, and strengthening the l ...

This paper looks at three ways to promote food security in Africa. Having first introduced the issues, this paper brings together an expert group of authors to look at three ways in which critical linkages should be made in efforts to promote food security in Africa. Katrin Kuhlmann examines the African “Development Corridors” movement, which consists of using existing roads and railroads that link mines and other investments with regional markets and ports to bring farmers into a ...

This paper explores the recent evolution of security cooperation between the United States and Algeria, which have forged a strong partnership on counterterrorism despite lingering mutual distrust. The United States has strengthened its defense outreach to Algeria over the past decade, largely based on concerns over transnational terrorism, and Algeria has sought to benefit from this outreach as it positions itself as a vital player on regional issues following years of civil confli ...

Quell ...

This paper analyzes the future of migrations related to climate changes and environment degradations. He shows how the dominant public reasoning remains inappropriate for addressing these issues, because of the Western/Northern countries' misconception of the relation between migration and environmental changes, including the cultural and political biases these countries show in the solutions they propose. The discrepancy between public policies and the actual reality of climatic an ...
