This joint Bruegel-OCP Policy Center publication comprised of four policy contributions from researchers of both institutions is the result of the establishment of “Platform for Advanced & Emerging Economies Policy Dialogue.” The first edition of this continuous dialogue took place in Rabat on April 1st 2016 under the theme of “Seven Years after the Crisis: Intersecting Perspectives.”

In the first paper, “Youth Unemployment in the Mediterranean Region and its Long term Implications”, written by Nuria Boot, Karen E. Wilson and Guntram B. Wolff, the focus is on the correlation between youth unemployment in the Mediterranean region and the problems that this leads to in Europe as a whole.

The second paper, “Energy Across the Mediterranean: A call for Realism”, by Simone Tagliapietra and George Zachmann, advises the European Union to draw lessons from two decades of unproductive regional cooperation attempts.

Karim El Aynaoui, Uri Dadush, Karim El Mokri and Rim Berahab contributed with the paper “The Unmet Challenge of Interdependence in the EU-MENA space: A View from the South”. They examine bilateral relations between Europe and the Arab world, especially as they relate to trade, migration, investment, and energy.

In “Industrial Policy, Structural Change and Global Value Chains Participation: A Case Study of Morocco, Tunisia and Egypt”, Abdelaaziz Ait Ali and Yassine Msadfa use two methods to analyse the pace of structural transformation (the positive change in manufacturing capability) in Morocco, Tunisia and Egypt.

For the second time, Côte d'Ivoire is known for being a "miracle economy" –high aggregate GDP growth of 8% per year since 2012. Despite this achievement, its food systems are unable to deliver food security to most Ivoirians. These systems are being undermined by several structural factors, which include broad-based low productivity and limited diversification of its agri-food sector; the high numbers of extremely poor, some 30% of the population; and the vulnerable who are millions ...

Global value chains (GVCs) are intended to fragment global production among several countries and companies. Morocco has chosen to develop an integrated economy in global businesses. This country relies on a long-term political vision and some modern infrastructures. The government pro ...

President Tshisekedi embarked on a significant overhaul of the Democratic Republic of Congo's (DRC) foreign policy and objectives in 2019. This policy shift stands out for the notable international and continental activism, enabling the DRC to put an end to the diplomatic isolation it faced since 2016, restart cooperation with a number of key partners, and revitalize the country’s role in international organizations and regional economic communities.

Although there have been efforts to regulate the privatization of security, the problem is not the lack of international regulation, but the lack of convergence between international and national law on one hand, and government regulation and industry self-regulation, on the other. The growing number of actors in the contemporary security environment has added a layer of complexity, as it made accountability more diffuse and difficult to track, since the responsibility lies with mul ...

The shadows of Africa's colonial history loom over the French presidential elections. Emmanuel Macron came to office claiming to be “neither of left nor right,” and hoping to fundamentally transform France’s approach to Africa, and to heal the wounds of colonialism. Given the Russian-Ukraine War, the failure of Operation Barkhane, the rise of the French right, and the general African fatigue with Françafrique, it is not clear if an overhaul of France's African policy is possible. ...
