NATO's Mediterranean Dialogue: What are new possible approaches?
June 7, 2016

NATO's Mediterranean Dialogue (MD) is a forum for cooperation launched in 1994 for non-NATO members from Mediterranean countries. It currently involves Algeria, Egypt, Israel, Jordan, Morocco, Mauritania and Tunisia. The 2004 Istanbul Heads of State NATO Summit gave new impetus to the dialogue by enhancing the level of partnership. Since then, many observers note its difficulty to position itself among other political initiatives that are multiplying in the Mediterranean. For our part, we argue that despite the imperfections of the MD, it is still an evolving process; like any institutional process, this dialogue is a process following phases and steps with achievements, inconsistencies and limitations that require a common reflection and debate on effective responses to correct defects and improve cooperation.

Multiple shocks faced by the global economy over the past three years have apparently shaken the conventional wisdom on gains from economic integration, and have sparked widespread calls for protectionist and nationalist policies. Is there already evidence of some ‘deglobalization’, or do the factors that underlie globalization remain strong enough despite the shocks? So far, there are no signs of an overall reversal in the long-term trend of greater global trade integration. Howev ...

The Mediterranean region is one of the major climate-change hotspots. Advancing the region’s transition to a low-carbon and renewable energy production system will be crucial to counter global warming and achieve the objectives outlined in the Paris Agreement. However, fossil fuels continue to dominate the region's energy mix, while renewable energy sources meet only a marginal share of the overall demand. The green-energy transition in Mediterranean countries, moreover, represents ...

On October 6, 1973, the Israeli authorities were warned of the imminent outbreak of war on their borders with the Arab states. This warning confirmed information received a few days previously, which Israeli political decision-makers and iintelligence services had not taken seriously. Israel was taken by surprise and its army panicked. It was a debacle. Fifty years later, almost to the day, Israel was once again taken by surprise. On the morning of October 7, 2023, hundreds of armed ...

This Policy brief was originally published on erf.org.eg Like many emerging and developing economies, Morocco has experienced a significant increase in public debt since the COVID-19 pandemic. Central government debt reached 69.6 percent of GDP in 2022, up from 60.3 percent in 2019, and overall public debt increased to 82.5 percent of GDP in 2022, well above the presumed critical threshold of 60 percent.

Adoption by UN Security Council on October 27, 2023 of resolution 2703 (2023) on the question of the Moroccan Sahara took place amidst a regional context of persistent tension between Morocco and Algeria, and repeated ceasefire violations by the Polisario, culminating in unprecedented escalation on the night of October 28-29, targeting the town of Smara, and leading to casualties. The new resolution was passed when international attention focused on the tragic events in Gaza, oversh ...
