العولمة و الجائحة أوراق من زمن الحجر الصحي

في فبراير 2020 نشر كاتب هذه الأوراق مؤلفه حول موضوع «نحن و العولمة » حيث تساءل عن جواب الجنوب اتجاه التحولات الكبرى التي تعرفها هذه الأخيرة 1. تعبر الكلمات المفاتيح لهذه الأوراق )الهشاشة، التشظي، اللايقين، غير المتوقع، الهلع، السمعة، الصحة، البيئة، التكافؤ، الأقلمة، استعادة التموقع، الإختبار، الفرص(، عن المشاعر الشائعة عالميا خال شهور الحجر الصحي الذي فرضته جائحة كفيد 19 و ما نتج عنها من انكماش كبير للإقتصاد. عرف العالم مند بداية القرن ثاث هزات هائلة : الأولى جيوسياسية ) 11 شتنبر 2001 ( أفرزت صراعا جديدا ذا أبعاد ثقافية و هويتية بل ودينية، ثم جاءت الأزمة الإقتصادية والمالية لسنة 2008 فأحدثت تغييرات في توازن القوى داخل العالم على حساب أوروبا، واليوم نعيش أزمة كفيد 19 التي أدت الى تهاوي معولم للأنظمة الانتاجية. لقد عرفت العولمة كذلك خال هذين العقدين تشظي كبير ومعه تأكيد لثلاثة توجهات : صعود الفضاء الأسيوي، دينامية القوى المحركة المتمثلة في تكنولوجيا الرقمنة، و بروز ثنائية قطبية جديدة حول الولايات المتحدة و الصين. و تأتي أزمة الكفيد 19 لترسيخ حضور و تأثير هذه التوجهات الثلاثة.
