Investing in “Migrant” Human Capital
September 26, 2018

This Policy Brief offers a new perspective on African migration to Europe, by proposing to invest in the economic and human capital represented by African migrants. This would require professional training of candidates wanting to migrate, mainly those motivated by the search for employment opportunities in Europe. The professional training should enable them to develop skills in par with the demand in the European labour market and hence boost their chances in succeeding in the host societies.

The idea of setting up immigration training and qualification centers in some African countries would be intended to replace the one of the “hot spots” suggested by some European countries. Specialists can refine the political details and technical aspects of such an initiative, but its pillars can be identified such as the eligibility criteria of African countries that may host these centers and the potential actors to be involved in the initiative.

The global economic environment has changed as the U.S.—and to a less confrontational degree, the European Union—have clearly established a context of technological rivalry with China. Hindering China’s progress in the sophistication of semiconductor production has become a centerpiece of current U.S. foreign policy. While the U.S. is clearly winning the semiconductor war, the picture is different when it comes to clean-energy technology. Both technology wars overlap with access to ...

The role of the production network in shock propagation has been an issue of considerable interest since the Great Recession. However, the empirical literature has only focused on advanced and emerging countries. This paper aims to contribute to filling this gap by examining the case of Morocco, a developing country belonging to the lower-middle-income group. The question is whether its production network is a factor in amplifying idiosyncratic industry-level shocks or, conversely, ...

An unprecedented year Each figure hides a life, a dream destroyed, a future to live. Shadowed by each number are families in agony, flows of tears and unanswered questions. On September 8 the clock had shown 23:11 Marrakesh time, and then Morocco cried, united in mourning, remembering 3,000 noble brothers and sisters, who turned into dark figures, victims of a horrendous earthquake which affected 6.6 million people. A national heartbeat later, war-torn Libya joined the pain, more ...
