Investing in “Migrant” Human Capital
September 26, 2018

This Policy Brief offers a new perspective on African migration to Europe, by proposing to invest in the economic and human capital represented by African migrants. This would require professional training of candidates wanting to migrate, mainly those motivated by the search for employment opportunities in Europe. The professional training should enable them to develop skills in par with the demand in the European labour market and hence boost their chances in succeeding in the host societies.

The idea of setting up immigration training and qualification centers in some African countries would be intended to replace the one of the “hot spots” suggested by some European countries. Specialists can refine the political details and technical aspects of such an initiative, but its pillars can be identified such as the eligibility criteria of African countries that may host these centers and the potential actors to be involved in the initiative.

The Russia–Ukraine war, while primarily perceived as a European security crisis, has triggered deep structural shocks globally, disproportionately affecting the developing world—the “New South.” This essay explores how historical legacies, global economic dependencies, and shifting geoeconomic paradigms have converged through the war to exacerbate existing vulnerabilities in Africa, Asia, Latin America, and the Middle East. It critically examines the war’s impact through four interc ...

The rapprochement between the U.S. and Russia since the election of President Trump for a second term, and more significantly, since his inauguration, has intrigued U.S. traditional allies as well as many politicians in the U.S. The argument presented here explains the causes of that rapprochement and places it within a global context that witnesses the establishment of a new world order, multipolar, in which the U.S. is a key player but not the dominant player it used to be in the ...

Africa has strong prospects for achieving food security within a generation— provided its leadership effectively mobilizes domestic and foreign funds, drives strategic investments, and strengthens institutions that incentivize smallholders and other stakeholders to invest in resilient, high-productivity agriculture amid accelerating climate change. This is undoubtedly a tall order. However, the time is now to seize the golden opportunity of regional market integration through the A ...
