Europe-Afrique : l’ère du leadership partagé entre les deux continents ?

Le Sommet Union européenne (UE) - Union africaine (UA), qui s’est tenu à Bruxelles les 17 et 18 février 2022, entend marquer un tournant dans les relations entre les deux continents.

L’agenda européen pour l’année 2022 met au centre de ses priorités les relations Europe - Afrique. Celles-ci sont aussi l'un des principaux axes défendus par la Présidence française du Conseil de l’Union européenne (PFUE) et le Président français Emmanuel Macron dans de son discours inaugural devant le Parlement européen en janvier 2022.

Cet agenda est ainsi une réelle opportunité de réinventer les relations entre l’Europe et l’Afrique en leur donnant un nouvel élan, et en ouvrant une nouvelle ère basée sur un leadership partagé. Cependant, si la volonté de rééquilibrage diplomatique est réelle, elle est conditionnée, d’une part, par la capacité de l’Europe à mettre en place un processus coopératif juste et équitable avec l'Afrique et, d'autre part, par l’aptitude des Etats africains à s’ériger en partenaires avec un agenda stratégique commun.
