Les Dialogues Stratégiques, une collaboration entre HEC Center for Geopolitics et le Policy Center for the New South, représentent une plateforme d’analyse et d’échange biannuelle réunissant des experts, des praticiens, des décideurs politiques, ainsi que le monde universitaire et les médias au service d’une réflexion critique et approfondie sur les tendances politiques mondiales et sur une problématique d’intérêt régional, d’importance commune à la fois pour l’Europe et l’Afrique.

Cette publication est issue de la 15ème édition des Dialogues Stratégiques, qui s’est tenue le 27 octobre 2023, et comprend douze Policy Papers qui furent présentés, discutés et enrichis à l’occasion de la rencontre autour de deux thématiques : « Les tentatives de nouvelle hémisphérisation du monde : Nord, Sud Global et Nouveau Sud » et « La Corne de l’Afrique dans son environnement politique élargi ».

La première partie examine les nouvelles tendances de division mondiale, entre le Nord, le Sud Global et un Nouveau Sud. Ces polarisations complexes remettent en question les anciens modèles de relations internationales, avec une fusion des polarités politiques et culturelles, une coexistence de mondialisation et de localisation, et une diffusion généralisée de la technologie. Les acteurs impliqués sont divers et changeants, nécessitant une réflexion continue pour comprendre ces évolutions.

La deuxième partie met en évidence l'importance stratégique de la région de la Corne de l'Afrique, où les puissances mondiales et régionales rivalisent pour étendre leur influence, y compris en déployant des bases militaires le long de la mer Rouge. Les analyses portent sur les conflits locaux et leur impact régional et mondial, ainsi que sur les rivalités entre grandes puissances et leurs conséquences sur la stabilité de la région.
