Addressing the Youth Unemployment Challenge: International Lessons Learned that can be useful for Morocco

Current levels of youth unemployment have hovered much higher than average unemployment in many developed and developing countries. European and MENA region countries are the hardest hit with rates climbing to record highs following the global financial crisis. In addition to a specific sensitivity to cyclical economic activity, the main factors that explain youth unemployment are known but more striking in Morocco than in the rest of the world: demographic trends in youth labor force participation; skills mismatches; and labor market rigidity are present. In order to tackle its youth unemployment problem Morocco can use policies resulting from lessons learned internationally such as active labor market policies, more adequate minimum wage settings, more flexible contracts, initiatives to acquire new skills related to current technological changes; and finally, more public-private partnerships (PPP). It is important that the issue of youth unemployment is addressed promptly when youth unemployment rates are high because of the strong correlation between youth unemployment and socio-economic and political instability.

On February 20-21, the Heads of State or Government of the European Union began the last phase of negotiation of the EU’s Multiannual Financial Framework 2021-2027, the Union’s seven-year budget. Although that European Council made little progress—a long tradition at this stage of negotiations within the EU—discussions focused on the proposed reductions in structural funds and the funds to support the Common Agricultural Policy, and the resulting net balance of funds for each of the ...

The Service sector is central to economic growth, trade and employment across the world. Trade in services has increased from 8.5 per cent of global GDP in 1995 to 13.1 per cent of GDP in 2017. However, Africa is taking less advantage of these opportunities than others. In this policy brief we highlight important misconceptions that may be holding back services exports in Africa. The potential for services sector growth and services exports from low levels in Africa is large. Polici ...

Aged 24 in 2011, he was already Chief of staff for Daniel Scioli, the Governor of Buenos Aires - the most populated province of Argentina, counting for 40 % of the total population with 16 million inhabitants. His main challenge then was “to be young in a relevant position”. He had to fight to get recognized and accepted by his elder peers, and succeeded with “the support of the Governor, through hard work and careful analysis”, he recalls. He also remembers fondly one of his main ...

The United Nations Economic Commission for Latin America and the Caribbean (UN-ECLAC) defines regional integration as a “multidimensional process which may take the form of coordination, cooperation, convergence and deep integration initiatives and whose scope extends not only to economic and trade issues, but to political, social, cultural and environmental ones as well.” As an organizing principle, the concept of regional integration has been around for some time in various config ...

For a second, the uniformed officer looked threatening. He followed me. When I reached the stairs leading to my Transavia flight to Paris, he stepped in front of me, asking, “Sir, may I talk to you for a second?” Did he suspect I was smuggling precious Islamic art or some cannabis, the popular Kif? “When are you returning to Marrakech,” the customs officer inquired. “In four days”, I replied. “Perfect,” was his reaction. “May I ask you to buy in a French pharmacy the drugs mentioned ...
