La question du « Sud dans les chaînes de valeurs mondiales » constitue une priorité stratégique pour l’ensemble des pays du Sud, en vue de leurs implications dans les dynamiques de délocalisation initiées par les pays du Nord depuis belle lurette. Une dynamique qui offre certainement au pays du Sud, une intéressante offre d’emplois qualifiés, une opportunité de transfert du savoir, et une chance pour opérer un véritable rattrapage technologique, mais qui reste aussi accompagnée de risques potentiels, associés à la dépendance de la conjoncture internationale, et la forte exposition aux chocs externes qui en résulte. Par ailleurs, la crise actuelle de la Covid-19 interpelle d’autant plus les pays du Sud, qui seront certainement invités à se repositionner dans les dynamiques de relocalisation qui se profilent à l’horizon.
