Morocco — Beyond Debt: Sustainable Pathways to Higher Growth
November 14, 2023

This Policy brief was originally published on erf.org.eg

Like many emerging and developing economies, Morocco has experienced a significant increase in public debt since the COVID-19 pandemic. Central government debt reached 69.6 percent of GDP in 2022, up from 60.3 percent in 2019, and overall public debt increased to 82.5 percent of GDP in 2022, well above the presumed critical threshold of 60 percent. Therefore, it becomes crucial to conduct a comprehensive debt sustainability analysis (DSA) that extends beyond a simplistic rule-of-thumb assessment to consider several factors, such as the level and structure of debt, the GDP growth rate, the primary fiscal balance, the real interest rate, and the exchange rate.

In the realm of debt management, the conventional approach of bringing debt to sustainable levels has been shown to be insufficient or rather counterproductive. The “trivial solutions” of manipulating financial records, either by expanding revenues or rationalizing expenditures without careful consideration or scrutiny, often produce adverse consequences, thereby undermining economic growth. Ultimately, the paramount concern lies in fostering growth and ensuring that the economic structure generates the necessary resources to repay debts and bolster overall economic well-being. This policy brief delves into these dimensions and draws from the Moroccan experience of surmounting debt burdens and steering the economy toward a path of fiscal stability and prosperity. This policy brief proposes recommendations to address the challenges of public debt sustainability in Morocco. It also draws from the results of an analysis of the debt and its sensitivity through scenarios and simulations. 1 The policy brief is divided into three sections. The first examines the main trends in the Moroccan economy over the past two decades, the second presents a summary of the simulation model results, and the third proposes policy recommendations to address Morocco’s debt sustainability challenges.

This policy brief is an output of the project on “Stabilization and Adjustment in MENA”. The project has been managed under the auspices of the Economic Research Forum and Finance for Development Lab (FDL). ERF acknowledges the financial support of the International Development Research Centre (IDRC) for this project.

This paper reports the results of an application using an interregional input-output matrix for Morocco together with regional information on water consumption by sectors. We develop a trade-based index that reveals the relative water use intensities associated with specific interregional and international trade flows. We estimate, for each flow associated with each origin-destination pair, measures of trade in value added and trade in water that are further used to calculate our in ...

This proposal seeks to contribute to reduce, in a cost-effective way, Morocco’s unusually high, persistent and growing unemployment level for university graduates1. It complements and enhances the existing Université Internationale de Rabat (UIR) Public-Private Partnership (PPP). Tertiary enrolment in Morocco has been increasing above what seems to be labor market absorptive capacity. Over the past decade, the share of the unemployed with university degrees as a percentage of total ...

The jobs markets across the Middle East North Africa region vary greatly, with some oil-rich countries importers of labor while others, including Morocco, are the source of emigrants. Morocco exhibits structural underemployment despite having grown quite rapidly. The reasons for Morocco’s job-poor growth run deep. Policies can mitigate the problem but are unlikely to solve it in the foreseeable future. ...

This paper sheds light on the increasing and persistent skilled unemployment in Morocco over the past decade – oscillating around 20% of total unemployment. It identifies and estimates the role and significance of a skill mismatch between Morocco’s education system and its labor market, illustrated by the ratio between technical and general university degrees produced by the education system. The paper finds supporting evidence that a skill mismatch does play a significant role in e ...

This paper reports on the recent developments in the construction of an interregional input-output matrix for Morocco (IIOM-MOR). As part of an ongoing project that aims to specify and calibrate an interregional CGE (ICGE) model for the country, a fully specified interregional input-output database was developed under conditions of limited information. Such database is needed for future calibration of the ICGE model. We conduct an analysis of the intraregional and interregional shar ...

The continuous and reinforced process of accumulating physical capital, in which Morocco has embarked since the early 2000s, has helped to preserve the stability of the fundamental equilibrium and cushion the economy from various external and exogenous shocks. However, these accumulation efforts have not led to a significant increase in productivity gains or to an accelerated transformation of the productive base. This Policy Brief aims to describe the underpinnings of the capital a ...
