Investing in “Migrant” Human Capital
September 26, 2018

This Policy Brief offers a new perspective on African migration to Europe, by proposing to invest in the economic and human capital represented by African migrants. This would require professional training of candidates wanting to migrate, mainly those motivated by the search for employment opportunities in Europe. The professional training should enable them to develop skills in par with the demand in the European labour market and hence boost their chances in succeeding in the host societies.

The idea of setting up immigration training and qualification centers in some African countries would be intended to replace the one of the “hot spots” suggested by some European countries. Specialists can refine the political details and technical aspects of such an initiative, but its pillars can be identified such as the eligibility criteria of African countries that may host these centers and the potential actors to be involved in the initiative.

Changes in global value chains and reshoring trends brought about by the Covid-19 pandemic represent an opportunity for sustainable and inclusive economic development of the Mediterranean region. While the region has increased its participation in trade and global value chains, it remains below its potential due to limited connectivity and the lack of adequate investment in infrastructures. To boost competitiveness and attract near-shoring investments, an upgrade of the Mediterranea ...

In order to close the financing gap in green technologies, finding new mechanisms to enhance the participation of the private sector, combined with that of the public sector, in financing sustainable and climate-resilient infrastructure is a must. Besides, the development of properly structured projects, with risks and returns in line with the preferences of the different ...

In July 2021, the United Nations issued a condemnation against the “dramatic rise” in attacks against “descent-based slaves” in Mali, calling the violence “unacceptable”[i]. The statement was in response to a tragic episode in the eastern region of Kayes, where landowners using machetes and rifles assaulted a group of indentured laborers to prevent them working on the landowners’ fields. Tomoya Okobata, the UN's Special Rapporteur on Contemporary Forms of Slavery, said these “assaul ...

Official statistics record more than 4.6 million people as dying of COVID-19 across the world, a population roughly equal to that of New Zealand. About 10,000 people continue to die of the disease every day. Furthermore, there is strong evidence that the number of COVID-19 deaths is underreported in many instances. For example, a continuously updated database of estimated COVID-19 deaths by The Economist suggests that the actual number of deaths across the world could be two to thre ...

Face à la concurrence mondiale croissante, les Emirats arabes unis (EAU) ont pu constater le retard enregistré dans le domaine maritime dans les points stratégiques traditionnels au début du 21ème siècle.
