NATO's Mediterranean Dialogue: What are new possible approaches?
June 7, 2016

NATO's Mediterranean Dialogue (MD) is a forum for cooperation launched in 1994 for non-NATO members from Mediterranean countries. It currently involves Algeria, Egypt, Israel, Jordan, Morocco, Mauritania and Tunisia. The 2004 Istanbul Heads of State NATO Summit gave new impetus to the dialogue by enhancing the level of partnership. Since then, many observers note its difficulty to position itself among other political initiatives that are multiplying in the Mediterranean. For our part, we argue that despite the imperfections of the MD, it is still an evolving process; like any institutional process, this dialogue is a process following phases and steps with achievements, inconsistencies and limitations that require a common reflection and debate on effective responses to correct defects and improve cooperation.

We explore a new avenue that could contribute to an effective de-confinement in the context of COVID-19. This phenomenon is known as the ‘World Cup Effect’. We first define this phenomenon and highlight its existence and its possible amplifying effect with regard to the spread of the pandemic, in light of the number of infected cases recorded at the pandemic’s peak, and the duration before reaching its highest level. Based on hypothetical scenarios in terms of the initial conditions ...

Three features of the post-pandemic global economy can already be anticipated: the worldwide rise in public and private debt levels, accelerated digitization, and a partial reversal of globalization. The first arises from the public sector's role as the ultimate insurer against catastrophes, government policies to smooth pandemic curves and the coronavirus recession. These will leave a legacy of massive public-sector debt worldwide (as discussed in a previous post. Lower tax revenue ...

“NEVER LET A SERIOUS CRISIS GO TO WASTE” President Obama’s chief of staff Rahm Emanuel (2008) after Sir Winston Churchill (mid-1940s) COVID-19 is a serious crisis but it presents several opportunities. The COVID epidemic is having a dramatic impact on the global economy (triggering the worst recessions since the Second World War), the health of the world population and the well-being and freedom of individuals. It is also sparking changes that may have beneficial economic, social a ...

Low-productivity, subsistence-smallholder agriculture everywhere faces tremendous new challenges, in addition to decades-old constraints. Smallholders are threatened by being bypassed by the rise and dominance of domestic and global value chains (DVCs, GVCs). They are also being threatened by global warming, which is already rewriting the basic parameters of temperature and precipitation on which their entire activities depend. These global forces are much too powerful for any farmi ...
