Policies for Managing Natural Resources in Low Income Countries
Authors
January 29, 2016

The literature on resource dependency2 in the last three decades is long on theoretical and empirical effects of natural resources on an economy, but short on practical policy prescriptions to deal with these effects. The recommended policies normally range from adjusting fiscal policy to deal with commodity volatility, adapting monetary policy to reduce the external shocks, and keeping the real exchange rate competitive. This paper3 makes the argument that these policies are targeted toward the symptoms of natural resource dependency, and not the underlying cause of concern about this dependency, which is, how to replace these resources when they are depleted. This point is all the more important considering that the poorest, resource dependent countries have negative genuine savings rate, i.e., they are living off their natural resource assets. Furthermore, traditional policies also miss another important feature of resource rich countries: the need to create jobs because the sector that generates wealth does not employ many workers.

The proposal for a European Union New Pact on Migration and Asylum, submitted by the European Commission on September 23, 2020, for approval by the European Parliament and the European Council, aims to provide a comprehensive response to the challenges posed to EU countries by migration and asylum. It is another step in the politically toxic attempts to reconcile the many fractures dividing Europe around the issue of migration: between the Mediterranean countries of first arrival of ...

Building on decades of biochemistry research, bioengineers have successfully transferred genes across species to produce living organisms (plants and animals, including fish) with desired traits. Unlike traditional breeding practiced over 10,000 years, this process takes years not centuries from initial conception to field testing and commercialization. Given its precision and range of application, biotechnology has even been compared to ‘playing God’. Since the mid-1990s, major gen ...

Mali, Niger, Burkina Faso…

US President-elect Joe Biden made climate change a priority in his election campaign. Contrary to his predecessor, he announced, among other things, the return to the Paris Accord, a vast infrastructure program for renewable energy and climate transition, and a national target of Zero emissions by 2050 (2035 for power production). With his election, the climate debate is changing. It is true that no other country had followed the United States in withdrawing from the Paris Accord. ...

Certes, aucun autre pays n ...

According to this month’s OECD economic outlook, global GDP --- which took a huge hit from the pandemic and is still 3% below its level of a year ago – will not recover its pre-pandemic level until the end of 2021. In a downside scenario, the return could take almost a year longer. The OECD predictions, which imply high and protracted unemployment, are in line with the view of many other official and private organizations. The arrival of effective vaccines such as Pfizer-BioNTech wa ...
