Investing in “Migrant” Human Capital
September 26, 2018

This Policy Brief offers a new perspective on African migration to Europe, by proposing to invest in the economic and human capital represented by African migrants. This would require professional training of candidates wanting to migrate, mainly those motivated by the search for employment opportunities in Europe. The professional training should enable them to develop skills in par with the demand in the European labour market and hence boost their chances in succeeding in the host societies.

The idea of setting up immigration training and qualification centers in some African countries would be intended to replace the one of the “hot spots” suggested by some European countries. Specialists can refine the political details and technical aspects of such an initiative, but its pillars can be identified such as the eligibility criteria of African countries that may host these centers and the potential actors to be involved in the initiative.

Livelihoods of northern Niger’s population depended for centuries on trade and cross-border movement of licit goods with Libya. Historical trends of domestic and regional shocks demonstrated the ability of local communities to adapt and adjust to transformations caused by these shocks to survive. People moving through and living in the area have different motivations and reasons to cross to Libya and beyond, but economic drivers remain the key factor. The local economy has suffered ...

“WIR SCHAFFEN DAS,” OR DRAGON BLOOD AND TOUGH SKIN She is modest. Powerful. Thoughtful. The most influential politician of Europe, no, in the world, as US magazine Time stated in a cover story, declaring the German as “person of the year” — in 2015. Often this powerful woman does her grocery shopping without a bodyguard, and only really dresses up for one annual gala, the Wagner-festival in Bayreuth. She enjoys opera, a sharp contrast to her speeches. Richard Wagner, the composer i ...
