Economic Development of the New South after the Washington Consensus

In an era of unprecedented global interconnectedness, developing countries face an increasingly complex and often hostile economic landscape. This landscape is shaped by three main groups of policy constraints. First, the rise among major powers of protectionist tendencies has made the global environment more challenging, particularly as advanced economies increasingly turn to industrial policies to achieve specific economic objectives, and intensifying geopolitical rivalries lead to restructuring of global value chains and regrouping of countries into economic blocs. Second, at a time when demand for government services is at an all-time high, the macroeconomic policy space in developing countries has become significantly constrained, leaving little room for maneuver. A series of crises—from the Global Financial Crisis to COVID-19 to commodity price shocks—has drained government budgetary resources. Third, rapid technological advances are disruptive, rendering traditional policy reforms for growth and structural transformation outdated, and thus necessitating policy experimentation in new, uncharted areas.

These three groups of policy constraints have created a perfect storm of challenges for developing countries. This paper examines the multifaceted impact of these global shifts on the economic policy options available to developing countries. Currently, these countries face the challenge of operating without a clear and coherent framework for their development policies and strategies. This has led to a paradigm shift characterized by a landscape where ‘every country is for itself,’ resulting in the absence of clear policy objectives or instruments to navigate this new reality. Such an approach is unsustainable and poses significant risks to global economic stability and inclusive development. This paper proposes an alternative: a robust, nuanced, and tailored economic policy framework that addresses the unique challenges of developing countries while leveraging their inherent strengths and potential.

The pandemic is accelerating history, in the sense that it is leading to the speeding up of some recent trends. In the case of globalization, the pandemic will not reverse it, but it will reshape it. Here we take a bird’s eye view of global trade during the pandemic, relate it to previous trends, and guess how global value chain managers and government trade policymakers are likely to react. A Bird’s Eye View of Global Trade during the Pandemic World trade took a deep dive during ...

There was a significant inflow of funds in Brazil's external financial account in October and November for investments in both stocks and fixed income instruments. The bulk of the recent inflow has come in a “passive” way, and it did not include considerable volume on the side of “active” investors. For the wave to unfold in the availability of external resources to finance investments in the country, progress and confidence in the domestic fiscal and regulatory agenda will be relev ...

The insurance sector is rapidly expanding in Africa as firms, households, and governments are increasingly becoming customers in life insurance, non-life insurance, and reinsurance markets. In 2019, Africa’s insurance premiums were valued at $68.15 billion 1 . The largest insurance markets can be found in South Africa, Kenya, Egypt, Nigeria, Algeria, Angola, and Tunisia, which together comprised 83% of all African premiums in 2019 2 . Africa’s insurance sector is often overlooked wi ...

Food security for all requires (i) sustained productivity growth and competitiveness, not only of agriculture but of the entire economy; (ii) a social safety net; and (iii) resilience in the face of periodic shocks. This is the central message of this review. Two popular concepts in food security for all are food self-sufficiency (FSS) and food sovereignty (FSY). While countries have pursued different policies to achieve FSS, the common element in their approaches is the misguided ...

The global economic activity has climbed up since June but there are signs that the recovery may be losing momentum. Instead of a V, U, W, or L, a square root as a recovery shape looks more likely, as we approached before in this series. And the crisis is likely to leave deep, unequal s...

Short-term climate conditions may affect crop yields and vintage quality and, as a consequence, wine prices and vineyards’ earnings. In this paper, we use a Computable General Equilibrium (CGE) model for Chile, which incorporates very detailed information about the value chain of the wine sector in the country. Using information for the 2015-2016 harvest, we calibrate climate variability shocks associated with a “bad year” for the wine industry in Chile, when premature rains occurre ...
