يخصص مركز السياسات من أجل الجنوب الجديد حلقته الاسبوعية لحديث الثلاثاء لمناقشة المشاركة المواطنة في المغرب: بين النص القانوني وتفعيل الآليات، رفقة أيمن شراكي، خبير في آليات الترافع المدني والمشاركة المواطنة. تعتبر الديموقراطية التشاركية من الآليات الهامة والجديدة التي يتم من خلالها ضمان مشاركة المواطنين والمواطنات والهيئات المدنية، في اتخاذ القرارات العمومية التنموية، الاقتصادية والاجتماعية والثقافية والبيئية.. وتتبعها وتنفيذها وتقييمها، وهي ومدخل أساسي لتحقيق الحكامة في تدبير الشأن العام، وتساهم في تفعيل مبدأ ربط المسؤولية بالمحاسبة. وقد نص الدستور الجديد لسنة 2011 في العديد من فصوله على مبدأ الديموقراطية التشاركية وحق المواطنين والمواطنات والجمعيات في المشاركة في صنع السياسات العمومية سواء على المستوى الوطني أو المحلي/الترابي. رغم هاته الآليات، إلا أن مشاركة الشباب المغربي في الشأن العمومي شكّلت إشكالا سوسيولوجيا حقيقيّا شغل العديد من الباحثين والمهتمين بهذا الشأن فمنهم من يعللها بوجود حالة من العزوف عن هذه المشاركة، نتيجة انعدام الثقة في التنظيمات، بينما اعتبر آخرون أنّ الشباب يعيش حالة من "الإحباط" لأنّ النسق الاجتماعي والسياسي بالمجتمع لم يُمكّنهم من تحقيق انتظاراتهم وتطلعاتهم. فكيف يمكن توضيح الإطار المفاهيمي للمشاركة المواطنة في المغرب؟ هل يمكن أن نتحدث عن مشروعية السؤال حول ما إذا كان "الشباب" موجودا بالفعل كواقع اجتماعي موحد عن طريق سياسة موحدة علما أنّ هناك تباين في محدّدات الشباب وظروفه الاجتماعية والثقافية ما يجعل منه مفهوما متعدّد الأبعاد انطلاقا من تعدّد واختلاف المقاربات؟ ولعلّ من بين مؤشرات التغيّر الاجتماعي التي عرفها المغرب هو التزايد الكبير الذي شهدته الديموغرافية الجمعوية إلى يومنا هذا مصحوبا بالارتفاع المهم في "نسبة خصوبة العمل الجمعوي"، هل اهتمامات القطاع الجمعوي بالمغرب تعكس فعليا حجم التحوّلات الاجتماعية التي عرفها المجتمع؟ ما هو موقف الشباب غير الجمعوي من العمل الجمعوي على الرغم من عدم خوضه التجربة بشكل مباشر؟ ثم ما هي الآليات المتاحة للمشاركة المواطنة للمواطنين سواء كانوا من فئة الشباب أم لا في المساهمة في الشأن العام؟ هل يمكن أن نتحدث عن نموذج جديد للمواطنة مع إقرار هاته الآليات كما نص عليه الدستور الجديد؟ 30 دقيقة : المشاركة المواطنة في المغرب : بين النص القانوني وتفعيل الآليات المسيرة: إيمان لهريش، مسؤولة عن البرامج بمركز السياسات من أجل الجنوب الجديد المتدخل: أيمن شراكي، خبير في آليات الترافع المدني والمشاركة المواطنة

Imane Lahrich is the Head of Research Valorization Department, having previously served as a Partnerships & Research Support Officer at the Policy Center for the New South since 2019. She mainly worked on security-development related projects. She has experience as a Project Manager in a Strategic Intelligence firm (2017-2019) and as a research consultant in the MENA region, focusing on international development and the Rule of Law. Imane Lahrich holds a Master's in Political Studies and a Bachelor's in Political Science from Mohammed V University of Rabat.
