Social inclusion is crucial for sustainable development, particularly in regions with significant gender disparities. This webinar, scheduled for Thursday, October 3rd, 2024, at 4:00 p.m. (Casablanca Time) explores how Morocco and Mexico—two countries from different continents within the Atlantic region—are addressing gender gaps through comprehensive legal, institutional, and social policies.

Both nations have made considerable progress toward gender equality. Morocco’s 2004 Family Code (Moudawana), the 2011 constitutional amendments, and the introduction of parliamentary quotas have improved women’s rights and representation. Social programs like the Tayssir and INDH initiatives further highlight Morocco’s commitment to social inclusion. Similarly, Mexico has enacted key reforms, such as the 2011 gender parity laws and the creation of INMUJERES, which have boosted women's political participation and protection from gender-based violence.

While these efforts have yielded successes, both nations continue to face challenges like low female labor force participation and ongoing gender-based violence. The webinar will offer a comparative analysis of the approaches taken by Morocco and Mexico, providing valuable insights for policymakers and other nations aiming to close gender gaps and promote social inclusion.

Nouzha Chekrouni
Senior Fellow
Dr. Nouzha Chekrouni is a Senior Fellow at the Policy Center for the New South. She has extensive experience in academia, diplomacy and political leadership.  She has served as His Majesty’s Ambassador to Canada (2009-2016), and Dean of the Council of Arab League Ambassadors to Canada (2015-2016). Dr. Chekrouni was Minister for the Moroccan Community Living Abroad (2002-2007), a Member of Parliament (2002-2007), and the Minister for Women and Social Issues (1998-2002). She holds a Bachelor Degree from the Philological Faculty at the University of Fez, a Post-Graduate Diploma and a PhD in Linguistics from the Université Sorbonne Nouvelle in Paris. Holds a degree in Economics from the Instituto Tecnológico Autónomo de México (ITAM) and a Masters Degree in Public Administration from Columbia University. She worked at the Mexican Institute for Competitiveness as Director for Inclusive Society. Her research topics are competitiveness, public health, social development, environment, mobility and urban development. Fátima's leadership and tenacity have been reflected in the coordination of several competitiveness indexes, which require the majority of the institution's staff. In addition, she has promoted research on public health and well-being. Raquel López-Portillo Maltos holds a Master’s degree in Government and Public Policy from Universidad Panamericana, a Bachelor’s degree in Human Rights and Peace Management from Universidad del Claustro de Sor Juana, and a specialization in Political Analysis, Democracy, and Elections from the Center for Economic Research and Teaching (CIDE). With extensive experience across the public, private, and civil society sectors, her expertise spans international analysis, security, human rights, and gender equality.   In 2020, she was elected as a member of Mexico City’s Congress Women’s Parliament, a citizen-led initiative where she introduced two legislative proposals to combat gender violence. Hamza Saoudi
Senior Economist
Hamza Saoudi is an Economist at the Policy Center for the New South (PCNS). He is a graduate engineer from the National Institute of Statistics and Applied Economics (INSEA). He is currently working on topics related to business cycles, unemployment, inequality and poverty in developing countries. Hamza is also interested in macroeconomic stabilization policies, International Trade and Growth and long-term economic development.
