Nicola Barker-Murphy

Ms. Nicola Barker-Murphy has been a member of Jamaica’s Foreign Service for nineteen (19) years serving in the areas of bilateral and multilateral affairs and trade. Her areas of specialisation include coordination and facilitation of inter-governmental processes (bilateral and multilateral negotiations), the Sustainable Development Goals (SDGs), Small Island Developing States (SIDS), Financing for Development, Human Rights Treaty Body (HRTB) reporting, and analysis of CARICOM and CARIFORUM issues in the context of the OACPS-EU partnership.

She holds a Master with honours in International Politics from the CERIS-ULB Diplomatic School of Brussels as well as a Bachelor of Science degree (BSc.) with honours from the University of the West Indies, Mona Campus in International Relations, Public Administration and Gender Studies. From July 2015 to August 2019, Ms. Barker-Murphy served as Counsellor (Economic Affairs) in the Permanent Mission of Jamaica to the United Nations in New York with portfolio responsibility for Second Committee (Economic and Financial), ECOSOC, Statistical Commission, High-level Political Forum (HLPF), Executive Board UNDP/UNFPA/UNOPS, Commission on Population and Development and System-wide Coherence (Development Aspects). From October 2006 to July 2011, Ms. Barker-Murphy served as First Secretary in the Embassy of Jamaica to Belgium and Mission to the European Union with portfolio responsibility for the Finance and Budget Committee (OACPS), EU-LAC issues, OACPS-EU Joint Parliamentary Assembly and Commodities.

Ms. Barker-Murphy is currently the Assistant Director in the Economic Affairs Department at the Ministry of Foreign Affairs and Foreign Trade with responsibilities including the 2030 Agenda for Sustainable Development (SDGs), Financing for Development, Macro-economic Policy Questions, Climate Change and Oceans.

She enjoys travel, reading, karaoke and gardening among other interests. She is the mother of three children, Abigail, Amelia and Adam-Bayo.
