Cosmin Buteică has 12+ years of professional experience in international development and International Financial Institutions and is currently Senior Environmental Specialist in the World Bank’s Europe and Central Asia region of the Environment, Natural Resources, and Blue Economy Global Practice. He leads investment operations on nutrient pollution management in the broader Black Sea region to mitigate environmental pollution, enhance climate change resilience and advance the blue economy agenda. Cosmin is working to advance climate mainstreaming across investment operations and the green transition and has contributed to developing and implementing multiple technical assistance programs, analytics, knowledge products, and investment project financing on climate change, environment, water security and institutional capacity building activities.
Cosmin holds an MScBA in Global Business and Stakeholder Management, with a focus on environmental sustainability, from Rotterdam School of Management, Erasmus University (Netherlands). He also studied in Santiago at the MBA program of Pontificia Universidad Católica de Chile and traveled to Denmark, UAE, and China to conduct research on water and environmental sustainability good practices. He obtained his BSc in Economics from the Bucharest Academy of Economic Studies.
Cosmin has led and served on the boards of several NGOs, managing national and international projects focused on youth education, entrepreneurship, and environmental issues. He was designated an Atlantic Dialogues Emerging Leader by the Policy Center for the New South in 2015, a GLOBSEC Young Leader Fellow in 2019 and an Aspen Young Leaders Fellow by the Aspen Institute Romania in 2022.
